The Waterfront - By John Nolen

In 1923 landscape architect John Nolen completed his comprehensive city plan, St. Petersburg Today, St. Petersburg Tomorrow. Nolen believed in preserving the waterfront and limiting development throughout the city. Much of his plan was rejected due to opposition from real estate investors and some of his worst fears about the environment later came true.
